Stopping a horse from evading the bit, without gadgets?

Whenever he pulls, just pull right back on his mouth. Don't yank or anything though. It might sound kind of mean, but he shouldn't be getting away with this. You have to act fast though. Don't wait like 3 minutes before you pull. You have to pull the second he pulls or leans on the bit or twists his head.
